Issue with xbox neighborhood...

So let me begin.
I downloaded all needed files from the following video:

Jtag Info:
Its a Xenon Jtag and is running the most up to date dashboard with the avatars update installed
I have launch.ini set to false on liveblock and livestrong.
I edited my ip address to :192.168.1.99
I made my Subnet Mask:255.255.255.0
I made my Gateway to my routers ip.
Neighborhood Info:
I open up neighborhood and click "Add Xbox 360"
I then put in my jtag's ip and it says "192.168.1.99 could not be found."
I am using a wireless adapter to connect to my router and have my computer connected to it aswell.
(I have xbdm and all the other files that are in the download link in that videos description.)
If you require anymore info please just post so.

Instead of typing in the ip into Neighborhood just type the word jtag in it will connect then

It still says "Jtag could not be found."
EDIT:
I also tried it using a ethernet cable connected to my laptop and bridged the connections.

Mine was different because I used FSD. All I done was plugin the wireless connector, connected my RGH to my router then on FSD it displays the IP on the bottom left. All that with dashlaunch and xbdm set as a plugin and it works fine.

To answer your question about having xbdm installed as a plugin I got all files from the video I posted and followed his instructions.
I have dashlaunch with xbdm as a plugin aswell as the other files listed in the videos description.
