Supposively it's a utility vehicle even though it's a muscle. They are bringing it back soon and when they do the upgrades will be free for a limited time.

you can still have the ratloader just you have to have a bed on it

It doesn't go in the garage but it can be upgraded ect. They are bring it back soon is what I have read on their support forum.
