What it exactly does is allows the person that downloaded the content to download it on another console. it can only be done once per year and if you think your gonna get every thing your friend got for free you wrong.

It needs to be the account that purchased it on your harddrive and then if you friend loses the content he will have to re buy it. either way one of you (you or your friend) are getting screwed over.

Not worth it at all :p
I've done it with my friend

I don't think they know what they are doing and they find out the hard way. My friend had to come over to my house on my xbox to re-download the mw2 maps

Most of this is wrong, actually. Each DLC downloaded is given a License ID, similar to a Profile ID and a Console ID. No one can change these IDs as they are hosted off of the live server, and would need a server break in. With this said, people have resorted to license transfer. What license transfering does is store the License ID in the person's console, but it will always stay with the original profile. What this means, is that no matter what - the profile will always be able to use it, and so will the console, given that they have the DLC file on their consoles. So, by License transferring, the only thing you're giving up is the ability to do it again, in the same year. I hope I cleared this up for you a little bit.

But why is it that my friend no longer has the ability to download the mw2 maps that he purchased?

He still has the ability, and will always have the ability. Try putting it into the Download Queue via Xbox.com, while the profile is on his console.
