Yes, your mobo has PCI Express 2.0. PCI Express 3.0 is backwards compatible with PCI Express 2.0.
Also, I agree with JVI you should get another stick of 4gb RAM.

Look at your connectors and see if you have any connecters that look like this:
Those connectors will plus into this:

The minimum wattage for a r9 270x is 500.

You're gonna need a new PSU though.
