Hey Guys, so i have seen this effect in multiple places and i really like it. So what it is is like a smudge kind of.

If you're talking about the darkened edges then that's a vignette, but other than the font and picture style, there isn't any effect on those pictures

go to filters and select the blur tab. I am not to my computer with photoshop atm but that's how you do it.

This effect is called Oil Paint. You can find it on the Filter tab on toolbar.
