I just want to ask a quick question. If this doesn't apply to all server hosts, I particularly want to know this for BukkitHost.
If I buy a server, can I transfer my old server files (plugins, maps, etc.) to the server I buy?
Thanks in advance.

Yes, it will allow you to upload all the files to a host. Make sure you have a little extra RAM, when I switched one of my servers over, it used a lot more ram (From 1.5GB to 3GB) and world size matters along with multiworld etc. If you have any questions, feel free to PM me!

Ok. Does this include the plugin's config files or not?

With any server you buy make sure it has "FTP" access this will give you fill access to the files on your server, some hosts do not allow "FTP" access and give you web-based access, which may be easier to access for a newbie but from my own experience with these its slow and annoying and can restrict what you upload to the server, hope this helps.
