So i have been reading up on ESO and it says you will have to pay $14.99 or 8.99 to play monthly.

Does anyone know if this apply to the xbox one and PS4?

It does indeed apply to Xbox One and PS4 it applies to all consoles

No they already said PS4 users with PS+ don't need to pay. They were going to do the same with Xbox One but it wasn't "possible".

I heard Xbox users have to pay for LIVE and TES monthly fee.

While PS4 users only have to pay for PS+.

No they said you don't need PS+ to play, you still need to pay.
