Well I got a free HD PVR 2 Gaming Edition and I wanna start recording when it gets here but I only have a Laptop, which can work I dont have a problem with but for the HD PVR the system requirements are:
Laptop or desktop PC with 3.0 GHz single core or 2.0 GHz multi-core processor
Microsoft Windows 8, 7 or Vista (32 or 64-bit), or Windows XP Service Pack 3

Now I have a Windows 8
Processor: Intel(R)
Core(TM)
i3-3217U
CPU @
1.80GHz
1.80 GHz
with 64-bit
Operating System,x64-based processor
with 5.80 GB (RAM)

Can I still Record/Livestream or is there a problem?

Yes it will work fine, you pass all requirements.
