yes it should be able to run elgato. Im not 100% sure if it will lag but theres ways to fix that

try getting a hd pvr instead? that uses alot less resources than the elgato

It should be fine. I can use my HD capture card on my laptop, and it's not as good as that.
You'll be fine with using the Elgato on that laptop.
