Ok, so my average Download Speed is 11-mbps and because of my location this is the best I can get I have contacted my internet provider many times but my location is the problem, are there any websites that offer a MBPS service, i'm sick of BT and will pay if I can get a good Download and Upload. I'm in the United Kingdom by the way.

You don't you try changing ISP's if your not happy.

I'm already with the best ISP for my area, there is only 2 others that cover my Area and they are Dial-up.

Same problem here with me, the best possible i think is fibre optic, just wait if it's your best in the area
