If I store a NOS super car in my garage, will I be able to get it out as a normal car? or do can I only get it out during races?

Its up to you when u bring it out. But just keep in mind that if you are in a public lobby and blast by someone with the same car as you, and there's is fully maxed, they are going to start cry I to rockstar. So I say keep it for private lobbies or for solo play, that way rockstar isn't given a reason to patch the cars and the glitches.

Yes, just like anything else, you can also take it to LSC if you want. It's like you bought one online with NOS.
