Recently my laptop (when playing games) has started overheating.

I get the random occurrence of it overheating and then slowing down my laptop performance.

Is there anyway to fix it other then..

1) Throttlestop (using it now, but haven't really tested it out in-game yet)
2) Cleaning out fan (i'm getting compressed air today, but i'm just going to use it in the vent)

I've been searching it all today and yesterday, and i can't really find another answer.

What kind of surface is your laptop on? If the vent is semi-blocked or it's on a surface such as carpet or your lap, it'll have a tendency to overheat more. Try to put it on a solid surface like wood, granite, marble, countertops, etc.

It is on a cooling table right now that is on my wood desk.

Make sure you have nothing right up to your laptop. (This will block the air vents)

Also, is your laptop overclocked and this will affect the temperature and cause it to overheat.

Nothing is blocking the vent, and my laptop is not overclocked.

In my power settings the maximum processor state is at 70%.. and that seems to lower it down quite some, but of course giving up some of my processor power.

try these things...

open up your laptop check if any crucial parts are filled with dust
also...check the temprature of the parts see if any are higher or lower temp...
thirdly see if you can get extra fans such as a fan table for the laptop to sit on so it doesnt heat up as quickly.
fourthly make sure to clean ALL aspects of the computer out...this means ripping the computer apart and gassing the hell out of it.

I REALLY want to open up my comp, but i'm not quite sure where to start.

On the back there are 2 panels, and i've seen some videos where you have to remove your keyboard and some you don't.

So i'm sort of confused.
