Okay so this is what happened. One day I decided to do some updates on my computer since they were available, and after the updates were installed I went to my desktop to open Photoshop and it wasn't there and I checked the Adobe Creative Cloud app to see if it just got deleted or something but it said it was installed still. I then restored my computer back to before the updates and the icon for Photoshop still wasn't there. This happened a week ago and I've been trying to figure out how to fix it since. If anybody could help me I will +Rep and be extremely grateful. Thanks.

Have you looked in the root folder for it??
C:/Progra.....Adobe...photoshop

Ok go into your control panel and see if its there to uninstall

if you download the instaler of the website im sure in the installer there is a repair button as well as a install and uninstall button so u could try that and see if it works?
