So I am using an iPhone 4 and evasi0n 7 and my iPhone is IOS 7.0.4

When I do all that the program "Evasi0n" asks it gets to "installing roots" and just closes?....

any help?

It's because you updated your iphone through the phone you need to update it upto 7.0.4 through iTunes. You should put your iphone into factory settings which takes 30mins, then run evasion 7.0.4 and it will work

Try updating in iTunes (not in the phone itself)

If it doesn't work reinstall evasi0n again and try it if not pm me nd ill help you out

create a backup of everything you want before jailbreaking then you need to fully wipe the phone to factory settings then jailbreak, then you can restore the backup and keep the jailbreak.
