I had a problem like this once in singleplayer where none of the HUD would load at all. I just cleaned my disk off and it has never happened again.

So the problem is:

When I start up the game and go online I can't hold the back button in to enable passive mode and all that, and I when I try to open the internet on my phone it bugs out and from there I cant join/host jobs, and my map is gone.

And thats not all.

I have tried to restart my console 3 times, cleared system cache, sign out, disconnect from xbox live. I have tried everything.

Any idea what this is?

This is probably a bit late now to reply, however, I have just worked out a fix for this. Just get a friend to join your game and call you using their GTA Phone, you should freeze in one spot for a few seconds and then after you unfreeze you will be able to use your map etc again. Hope this helped, sorry it was late but I only just found out.

All you gotta do is start a new playthrough and you'll be fine.

Try deleting gta 5 install disc and install it again ??

Try to disconnect anything affiliated with your GTA V account. For instance if you have your Social Club hooked up to your account then unlink it. I think that there new update has some bugs in it as some weird stuff has been happening to me after this update. Like when I try to get into my own car it says you can't get in even though it's my car?

may be network connection or something of those sorts
