Have you tried it w/o the hard drive? If you have tried everything w/o the hard drive and it doesn't work, it may be RROD'ed according to XBL's support website.
Usually plugins don't ever cause xbox error codes or red lights flashing. That is usually a sign of RROD (very rare in a slim) or it is a hard drive problem.

If you need a tutorial on flashing the nand, then just youtube it. There are tons of tuts explaining it.

try cutting the console on then quickly hitting the eject button to cut stealth off

I had the same problem just do what he told me to do:
BonkersLobbies wrote Just put a Launch.ini file on the root of your USB
make sure you edit the launch.ini file so theres NO PLUGINS set on the file
then once you made sure theres no plugins set on the file you can plug the usb into your jtag/rgh and boot up as normal, that works 100%
once your booted up go into dashlaunch, press "RB" and then press "A" on your HDD, and press "LB" and remove the plugins that has caused you to go into a boot loop

try geting your orignal nand of the seller, and write it back to console using xell
