I am saving it after I make changes to plugins, should I save it to the USB as we'll? Because I heard if you have a launch.ini on your USB it screws it up, so I deleted it off of the USB and saved it to my HDD

If it was working with the launch.ini on the usb then put it back on, if not then take the launch.ini and put it on your computer, edit it with Notepad and make sure your plugins are set, Dashluanch just doesn't save properly for some people
it never has worked, but like the weird thing is neighbour hood works perfectly fine..... I can transfer files and everything just no tools. Should I put a USB in and save it to both?

My problem was that I was never on the latest TU. Try downloading the most recent TU for the game.

Also make sure you have all the .dll files needed for the application to run, that's another reason it wouldn't connect

Could you maybe send me a tool that works for you over skype or something? With the dll's ? Just to see if that's why it's not working?

Try running as Admin or Change compatibility mode on how the tools run.

Try restarting your computer. That has happened to me before.
