Ok i have 8GB Ram but i want to upgrade by adding another 4gb because my i 8gb ram is 1600mhz if i add another 4gb with 1600ghz which equals = 3200Ghz will there be any improvements. Please help.

Do you have any open DIMM slots on your motherboard to put in a 4GB kit?
On your Mhz question. I think you mean to say mhz, not ghz. Also, Adding the speeds of your RAM doesn't mean anything.
But on improved performance. You would see a small increase in performance. But I don't believe the minuscule increase would justify buying a 4GB kit.
What are you running that requires so much RAM? I can render in After Effects, Watch Netflix and run other programs and only use around 65% of my 8GB.
That's my two cents.

A 1600MHz stick can only run at 1600MHz, it doesn't double when you use 2 sticks. Most of the time they work in dual channel mode to make the RAM respond a little faster, but it's nothing massive.
How many open DIMM's do you have on your motherboard?
Also, what specs are you running.

i5-3450 3.30GHz
Looking to dedicate some ram for a server.

You can add a 4GB stick but it won't make it that much faster. Unless your doing some major stuff like rendering, 3d modeling, or have a shit load of stuff running then it may not be that useful.

You won't notice any difference what so ever unless HEAVY rendering or other heavy tasks...
But, yes, it will work.

Your units are all wrong, but anyway.
Assuming the platform you're using uses dual-channel memory, the third stick will run in single channel mode. Using two sticks in dual-channel mode effectively doubles the potential bandwidth, but this will not improve performance unless the increased bandwidth can actually be used. This is why there's hardly any benefit in most cases of using RAM in multi-channel mode versus single channel.
The 8GB sticks you have (presumably in dual-channel mode) will have twice the bandwidth of the 4GB stick that you will add in single channel mode. The system shouldn't even touch the stick you add until the faster 8GB dual channel sticks are used. Memory bandwidth will decrease significantly above 8GB of memory usage.

I would love RAM that runs with a clock of 3200GHz...
It isn't really worth it adding another stick. I don't use all of 8GB when playing BF4 multiplayer, 3 tabs on chrome and spaceclaim (3d modelling software) all at the same time.
