could someone build a gaming pc which is high quailty but the budget would be 300-400

What currency, It wont be amazing but you may be able to run some stuff on it. Also "High Quality" stuff can be expensive, so you may have to resort to less reliable brands.

The thing is you may need to save up too 600GBP or 650 Dollars because you won't be able to play battle field on high you mostly will be playing on Medium
