Their original purpose was to play homebrew, or games people would make themselves.
The original homebrew game was the King Kong game, giving the first exploit the name "King Kong exploit"
After that the purpose was to play whatever game that came to mind, run emulators, boot into a Linux OS, etc.
People started using this to download games and play them for free, which is pirating.
Then people realized you can change files in games, which came to the modding.
Modifying the Call of Duty series was the easiest and "best" because of how far the game could be modified, so it stuck. And now every skid with a parent can mod COD online and think they're badasses.
So yeah, there's tons more things to do with a Jtag/RGH, but now since COD became a popular series people can modify that game to whatever extent they want. If you're smart about it you may be able to make money, but if you're doing it just for fun then you're wasting a lot of money that could be put to a much better use
