My friend is from a different country and when he's trying to download my profile so he can liscence transfer off me it gives him an error code. Can anyone help?

Call Microsoft and tell them the error code. They're bound to give you a solution! Hope this helps!

I've tried that but they've told me its against the terms and conditions when I brought up he's from a different country.

Happened to me. Just go on xbox.com and change the password, after that then try to download the profile and license transfer. It should work.
