No you cannot make it, and by this post I can see that you have no idea what your talking about.

A KV is basically the file that Microsoft uses to identify your console- When your console gets banned, this is "what" Microsoft bans. On a retail this means that your xbox is done for. But on a Jtag/Rgh this file can be replace with one off a old/not working xbox and your console is given a new, non banned id. Hope this helped.

Yes you can have your own KV. And yes you must buy it and if you buy an unshared one it cost more and if you buy a shared one it costs less. That's up to you.

Edit: No you can't make your own KV, especially if your new to coding or don't know anything about coding and other factors that go with it.
