Would this be a good budget build for running games like Skyrim, Fallout on high - ultra?

I wouldn't say high-Ultra with that build...

wouldnt say high maybe medium at best the gpu is not very powerful, cpu lacks power go for a amd buldozer 4 core at least, ram id go with 1600 mhz at least rather than 1333 mhz but upgrading cpu means changing mobos so that you have one with a compatble socket

From 1333-1600 mhz ram there is barely any or, at all increase of performance in games.

You may say that, but it is better to spend a little more on 1600MHz.

This is a better build, its more upgradable for the future. If you need to strictly stick to your budget, get a 500GB hard drive.
