my problem is yesterday i was using my jtag and everything was fine and working and i would go to the Xex menu 1.1 then go to modern warfare 2 and be able to do system links and everything for 10th but this morning when i clicked modern warfare 2 it loaded for a second then went back to dashboard and popped up a screen that said "the game could not start. please download the game again." what does that mean?? and how do i fix it?

I'd start by re-downloading the game to your hard drive and go from there.

You put the disc in the disc tray and copy it to Hard Drive. I thought you would have known this since you've already been doing system links.
