So i did a system refresh on my desktop (the windows 8 kind where it t clears everything except songs video and pictures, and also re installs all parts of windows) anyway it told me my PC was gonna restart (like it should) and i waited for a little over an hour for my monitor to show picture again, so i turned my PC off and on again but now it wont show picture no matter how long i wait(been 2 hours).

Maybe you could open up System BIOS Like hit F12 Or F11 Find out which one it is and then you Could have it boot up from disk

Perform a clean install of Windows. Get a disk or burn one from the internet (if you do not have one) and boot your computer from the disk and reinstall Windows. NOT upgrading or refresh PC.
