so ive been playing some Cs:go and one time my computer crashed i turned it back on and i see these black dots and white dots flickering on my screen heres some screenshots :

I see the black dots as well so it has nothing to do with a faulty monitor.

This happens to me but im not too sure why, my dots are much bigger than yours and are more noticeable but i tend to ignore it.
It's got to be something with the Graphics card.

Try updating all your drivers such as your Graphic Card etc.
If your computer is under warranty, send it to the shop for a free repair.

It's not the monitor due to the fact that we can see it. If it was something to do with this monitor then when he took the screen capture, we wouldn't be able to see it.

Those are called artifacts, i would recommend doing a clean install of your GPU drivers. If that doesn't work than i would contact your PC manufacturer about the problem.

Is your GPU overclocked or overhearing? That could also cause it.
