Yes it does. The random numbers next to the list of cars is the plate.

Personally I like the matte and pearlescent.
to do this -
Go to matte and choose any colour you like -
go to metallics and hove over black.
go to wheel accessories and if you with custom tyres go to stock tyres, or stock to custom.
then pearlescent should be available.
