I've been looking for a Sultan all day and can't seem to find one. Is there a specific area or vicinity where it spawns? I'd love some feedback and maybe even a picture of the map.

Look at the Prison in Blaine County. If it doesn't spawn when you first arrive just keep going to the Gamestore till it spawns. It will Spawn there if you keep looking.

When i was driving around Sandy shores i saw about 7 of them driving.

I was in a Jester. (just a info)

If you want a sultan i have a video where you can force spawn it into online
