I think you might be able to if it's jailbroken, or if you restore from someone elses iTunes that has the game synced.

You can jailbreak 7.0.6 using Evasi0n. But it may not be worth it to jailbreak just to get a game....

Try a 4shared app and then download it straight from the 4shared website

If you have downloaded it before it was removed then you can download it again but else I don't know.
