No you cannot change it once it has been made all you can do is create a new one.

Some times after a title update the game will ask you if you want to make any changes to your character stating this will be your last chance, if this helps?

Hey yes i believe you can. I belive you just go onto your harddrive and delete the title update and then go back onto gta 5 and then go to change character and it will ask you if you want to change character. Please hmu if you need help.
