Wierd problem with Xenon JTAG

Having this problem with my JTAG I have thuroughly cleaned the old gunk off the GPU/CPU and replaced it with arctic silver 5. Very clean I feel that the heat sinks are well connected and I need input.

You probably didn't put enough arctic silver thermal paste on it or it's not covering the GPU/CPU completely.

Reflow/Reballing service would have a better fix and last for a very long time I think it's a permanent fix
