For starters, livestream what? Assuming its a game and for that amount of money you won't be looking at a great great thing. Even worse a laptop. I mean a desktop you could maybe get away with barely. But a laptop is quite rare for said thing, depending on the game.

I mean if you're going for a laptop for livestreaming games you're looking at $800-2000
And it won't be good for massive gaming potential.

If you save to say $600 and invest in a desktop, that would be a better option if portability isn't an issue.

For that price, you're going to find it tough to find a laptop. You will need at least 8GB, preferably 12GB or 16GB of RAM to livestream and record. It will be extremely tough to livestream with a laptop unless you're willing to spend a lot of money. You also are not going to be able to build a custom laptop.
