According to my friend, he says only Public Cheater is available for Bo1. I'm not sure if this is true or not, but is there a tool that is not all client that I can use for private matches? Would like to give myself hacks but not others.

There are a lot of RTE tools out there. But why would you want one that is just for you?
You can also just use a RTE tool and only select the Host Client.
