Is your console set up in the X360 Neighborhood? That may also be causing a problem.

Is your console set as default in Xbox 360 neighborhood?

I have the exact same error and have been asking for help for around a month and still have not solved this issue everyone suggests different plugin orders, making your console default in neighborhood, removing your firewall, trying different tools, updating to the highest netframework,and make sure you are on the correct TU for the game and the tool. TTHE TRUTH IS YOUR PLUGIN IN ORDER DOES NOT MATTER (everyone has a different suggestion anyways) I DISCOVERED THIS BY TRYING THE EXACT SAME TOOL ON A DIFFERENT COMPUTER WITH THE SAME PLUGIN SETTINGS AND IT WORKED BUT I STILL CANT GET IT WORKING ON MY MAIN COMPUTER. I did all of the things I listed and I suggest you do those also and maybe you will get lucky and solve it. But I'm guessing there is something wrong with our computers....so if anyone can help or Amutxe if you solve this please PM me the solution.
