I have a newish pair of Astro a40s on the 360 and I am having this problem where my mic could be on mute but a "tornado" sound comes from my mic in game/party chat. I also have a wired scuf if that matters. Once the sound starts the only way to stop it is to take the chat cable out of my controller.

Does anyone have any suggestions?

Is your controller on charge VIA plug and play?

Scuf is wired so I plug into USB port, I know what you mean by that though. That is not the problem.

You might need a new talkback cable.

It happens when you use the same USB ports, it creates a ground loop, find a different USB to use and it wont happen.

well the USB ports on the Xbox are all linked and therefore when you use them it makes a ground loop, use one on the front and one on the back, then it should be fine.
