So when a bank makes mistakes like these, they force the kid to repay them. However when the banks "loose" peoples' money they get bailed out by government...

He should not have to pay it back... It's that fault that it happened. That's **** up if they do that to the kid.

If you give somebody that amount of money and don't actually tell them, of course they will spend it, how was he supposed to know? The bank should definitely be paying.

Nobody in there right mind would spend 30k as fast as they could unless they knew there wasn't much time to spend it. He knew it wasn't his and that eventually someone would be asking for it back. It's the kids fault. Make him pay at least some of the money back. Sell whatever he bought with the money.

The kid is a bit of a nut.

If it was that sum of money I'd just hand it back to them. If it was 500,000+ I would withdraw every last penny and close my account, move abroad and deposit it all into a swiss bank account.
