civs:
they have to have jobs such as
work in shop like the gun shop
taxi driver
bus driver
drug dealer
truck driver
obviously every so often a truck driver goes past a red light or a shopkeeper sells an illegal gun or something similar.
Thats where the police come in to partol and keep control in paleto bay.
