Ok, so I have a 9.8MBps Download speed but I believe I have never actually really experienced that. I have never gone over 1.2MBps on a download.

On Speccy, it shows your network usage and well it show that when it goes to 1.2MBps usage, it is maxed out.. (The little green bar on the side)

The most likely cause of this is that your max is being displayed is Mbs (Megabits per second) and your real world speed is Mb/s (Megabytes per second). There are around 8 megabits in a megabyte so it turns out that you're doing fine. Other than that it could be your HDD is shit thus capping your download speed, or just that Speccy isn't the best. Try again with speedtest.net and post your results
