No the capture creator isn't out the beta is but not the full version. As you notice on gta online it says " capture creator (beta)"
It doesn't say capture creator (beta) it says Content Creator (beta). Just out of curiosity where can I find this rumor?

Just to clear things up on the site it CLEARLY says "updates" as in more than 1.
1.First in line was the bug's and glitch patch.
2.Following the CAPTURE CREATOR tommorow as it says on there site.
3.High life will be the update after the capture creator.
4.For heists they could go multiple ways and add them in high life or add them after highlife as the final spring update. Who knows knowing R*. I posted this for all the people getting there hopes up.

If its just the capture creator then no, don't really enjoy capture tbh.
