make a patch, and put the following dvar in it.

set scr_testclient 17 but make sure you have developer_script 1 also set.

Now what good will that do him if he doesn't have an Jtag/RGH?

My guess is that he simply wants a bot lobby which can be aquired by being infected with the bot infection from anyone hosting an R2R/Online menu with those capabilities.
