I for some reason can't connect to my JTAG.

you do have the xbdm plugin right? and if you have stealth then make stealth the first plugin and xbdm second

go to your control panel, system and security, then click allow a program through firewall. i just looked and couldnt find neighborhood in mine so im not sure that the firewall is an issue
