The reason I made this thread was because I had a lot of questions. I was hoping to find less trolls and get advice I can take to fair heart. So I don't know anything towards computers really, here's what I want to know:

I got a 200.00 USD budget, what would be good for me to upgrade? CPU, GPU, Graphics, whatever.. I want to be able to play ESO with max graphics at a minimum of 40fps, if possible better WHILE streaming.

How could I get that to happen?
How can I tell if a graphics card is better then the other? Number? Brand? How...?
What is a GPU?
How does a GPU affect game play or a CPU?
I know these questions are horrible, but where ever I go with google it's just difficult to understand and it's because nothing is at my level which is 0.
What's an SSD? Could it improve anything?
What about water cooling?
Could I benefit from a new computer entirely?
What would you recommend and why?
How can I improve game play standard, excluding my desire to stream.
Does anyone know if I can possibly make the games better with AMD's Catalyst Control Center? How would I do so?

If i'm not mistaken you're running a XFX HD7750 correct? That's a fairly low end card and yes you would see performance improvements in games by upgrading that. Theres a fine line between doing a worthwhile graphics upgrade, and one that will totally dwarf the power of the ageing processor you have.

The graphics card is where all the frames are rendered. So a more powerful one will be able to render quicker and flex its muscle. The CPU will handle other physics in the game so its important to have a decent one of those too.

Solid State Drive. Due to their flash memory they have extremely quick read and write speeds compared to normal magnetic drives. It would speed up system start times, and also the load times of any games you had stored on there.

If you were careful you could salvage some parts from your exsisting system and buy other parts to replace the crap ones yeah.

Depends if you are on about closed loop or open loop.
Closed loop is the cheaper alternative in water cooling. It will keep temps low but it is hard to say whether or not it is better than air cooling because they are similar.
Open loop cooling is superior to both air and closed loop. Not only that, but as Buxtyy would say, it increases your epeen ;) It looks the best by far and definitively increases your level of badassery. However, it is rather expensive and if not set up properly, can leak and poop your system up.

So looking for a PSU and GPU would be my best bets as of now, luckily I know how to install and disassemble everything. Just don't know what any of it really was. Thanks again for that information, extremely helpful. Would hope others like myself see this and get answers. I digress, what should I be looking into for GPUs and PSUs? That I still don't really understand like one affects the other. Could you possibly recommend some I wouldn't like to go over my budget but I have an extension for about 150. So capped at 350 USD. Willing to spend that on just a GPU assuming that the PSU isn't entirely necessary. I did figure because with all the videos and crap I read that hydro, or vapor cooling could increase my outputs, but again...No clue what that even meant other then "The cooler the object, the faster."

If you want to take a look inside the system for the make and model number printed on the PSU then we can help identify whether you need a better quality unit.

Assuming you need a new power supply (which isn't a bad investment anyway) here is what i would go for.

Took pics of the PSU and GPU along with the whole set up. Tell me if I got anything wrong, tried googling my GPU before and I couldn't really find anything on it, like it was a ghost or something.. Possibly wrong search? I'll never know.

Any chance you can recommend something for 200-220? Looking to increase the size of TS server to 200, and when you get up there it's not so cheap anymore.

Your current GPU is a XFX Radeon HD7750. This set below will do you fine for 220USD, and i would suggest changing that power supply you currently have.
