I've been looking around on how to get the sultan rs and i can't find a way to obtain it or find it.
Does anyone know a way for me to obtain it in my garage?

Only way to get it is to find it, or dupe it off a friend
Try looking up by trevors house for one, and use a sport car while
driving looking for it.

I usually find one in the area of the map between the countryside and Hollywood Hills.

Drive a somewhat decent sports car around there and you should find one pretty quickly.

Not very specific but drive a sports car in the countryside you will be better off and have more luck finding it
