In my opinion Thresh is one of the expensive Champions but very good once you learn how to use him. If you want to wait you can try out all the free to play Champions until you find one you like then buy it.

If you are lvl 30 the extra Rune Pages would be nice.

I normally Grind IP for champs and spend RP on Skins :^)

depends on the role:
adc: draven/graves/jinx are all pretty strong
supp:leona/thresh are very good supports especially if you learn the champs and master them
mid: orianna/ziggs/fizz
top: renekton/pantheon/fiora
jungle: wukong/vi/khazix

just look them up and see which ones playstyles and abilities you like the most and make your choice

if you just started play champions that get you into the game
top: jax/rumble
mid: ryze/fizz
supp: Blitzcrank is the best all in supp that can 1v1 the mid laner late game, thresh is good but if you can't land the hooks he becomes a 1 trick pony with the lantern.
adc: draven is the hardst adc to play, avoid him if you are new, caitlyn is a really strong adc atm and isnt that hard to play, vayne and twitch are the other storng adcs, vayne is the hardest fo the 3 but the most rewarding

jungle: if you want to play jungle (which i dont recomend until you have tt3 runes) then play yi and buy feral flare and just power farm, it wont teach you anything except feral flare is broken. if you want to jungle and learn something play shaco.

I think you should spend it on anything yet, just use the really cheap characters untill you get the hang of the game. Then maybe Spend your RP on a character you like or maybe a skin.

Zed is very good i would recommend buying jax after that hes very very good can 1v1 any champ pretty much

Play different lanes and see what you like. What I do before I buy any champion with RP is to play them when they are Free-to-play. I spend my IP on runes and my RP on champs and skins.
