How can i format windows 7 with a usb i don't have the disk to format windows 7.

Download the Official Windows 7 ISO.

When downloaded, put the files on a USB and boot your computer from that USB. You will then have the installation screen to reinstall Windows.
Make sure you choose a Clean Install, NOT a Upgrade.
