Because the console will have 512 mb internal memory as opposed to 256 mb. And no, a BB R-Jtag Jasper is not rare. The reason BB Jtags are so rare is that only a few of them were manufactured with the exploitable CB before the 2009 update which prevented the Jtag exploit.
