This happened to me. It was the email I was using that caused it. Try using a gmail or yahoo.

Go to your internet settings, go to your history tab, then clear your cache and cookies then reload the skittles webite and this time enter a valid birthday like 1/26/1987 or something. Also you will need to make alot of yahoo and gmail accounts since they banned pretty much all fake email accounts. Also after doing it once clear your cache and cookies again or else it will keep saying you've already completed it.

Basically all temporally emails don't work anymore. Only way is if you make a bunch of gmail accounts.
