Ima go ahead and say the second, i don't know much but i knows its VERY Overkill. I'm not even sure a 550w psu could handle that power

The second build is better. Being, it has i7 rather than i5 making it faster.

yes u would be able to u could run ultra settings on most games with both of them

If it is just for gaming, the 2nd build is overkill. Take the motherboard. I am 100% sure that you WILL NOT use half of the features that this board provides. Also,. the 2nd build has a TERRIBLE case.
I would say that the 1st build is better for gaming, you have what you need and not a whole lot else.

Better GPU as the windforce is very loud from what I have heard.

It will easily run duel monitors, the 780 Ti is a very strong card.
