You can format your hard drive and reinstall windows or whatever OS you have. or if you created a system restore file back when you first got your computer you can go back to that point when it saved

If you have the disc to restore it then you can use that.
However, on my laptop I have a recovery programme which is built in to the laptop.

Type your laptop make and model in to YouTube / google and look for ways to restore it.

As on the startup of your laptop, when the part, start windows normally part press this depending on laptop.

Acer Alt + F10
Asus F9
Dell/Alienware F8
HP F11
Lenovo F11
MSI F3
Samsung F4
Sony F10
Toshiba 0 (not numpad) while turning on, release key when Toshiba logo appears

Sorry if this badly explained.

Or Type Recovery into the start menu!

Sources : Google.
