I have just clicked on the game store and it says that the game store is down, so you possibly need to download a pack to allow you to get the cars etc.?
Edit: it's like they've released half an update i set my location or the new house joined in and I was parachuting inside the building

Possibly, Or The DLC Download Package Is Bugged Because Alot Of People Are Attempting To Download it

On the Xbox Game Store the packs have prices next to them, the prices are $0.00, maybe we have to pay when the DLC cars are released....
